No. the coupon can only be used once 'per  billing email for guests, and user ID for logged in users'.  
When we create automagic coupons for referrals, we use WooCommerce Coupon restriction--> 'Usage Limits'--> 'Usage limit per user'= 1. This field as defined by WooCommerce says <blockquote>How many times this coupon can be used by an individual user. Uses billing email for guests, and user ID for logged in users.</blockquote> So for non-registered users, the usage will be restricted to one per email address.
